I think you can really only help someone change who wants to change. You can model what that looks and make it known you're there to support them if they want to, but ultimately they have to decide they want to.
Beyond that accountability + structure + social support. Atomic habits is a good read if you haven't heard of it. Talks a lot about moving beyond just motivation/desire for change and figuring out how to build self sustaining systems that nudge yourself in the right direction.

I wouldn't. None of my business. The exception would be a Public Health officer who is employed to educate the public and they would use Public Service Announcement (PSA's), brochures, health advocates, and posters & billboards.

After many hours of trying to help my various friends and family with their issues that they would bring up. I've sadly never seen anyone change. I know it's possible and believe anyone is capable of change. But I'm yet to experience it and it has caused the onset of bitterness. I enjoy and love helping motivated people who are relentlessly charging ahead to accomplish what they want. But there's not enough time to get so frustrated trying to explain to a person why their choices could be misguided. And who knows, maybe I'm the asshole and the guy smoking the cigarettes while weighing 300 pounds has life figured out. I don't really think I can be the guy passes any judgement. All I can do is share what benefits me when asked.
